by Catherine Sackville-Scott

Nas was not entirely wrong when in 2006 he boldly proclaimed “Hip hop is dead”. In the song of this same name he conveys his disappointment at how the culture has developed:

Everybody sound the same, commercialize the game
Reminiscin’ when it wasn’t all business

Many established and respected hip hop artists all over the world have expressed similar feelings of disillusionment. The music that was once a powerful tool used in defiance of oppressive social structures, has now become a manufactured commodity in an industry where profit is the only objective. To maximise profit, of course, you should appeal to the desires of the consumer. Today it seems that consumers simply want power, sex and money.

If we turn on a radio the lyrics of any hip hop song we hear are likely to be about a man (playa, gangsta, hustler etc.) “putting Lamborghini doors on an Escalade” or lusting after a woman (often referred to as a bitch, ho, lil’ mama, shorty etc.) wearing “Apple Bottom jeans, boots with the fur”. Viewers of television are sure to be lambasted with images of lavish lifestyles where men adorned with grillz, chinchilla and four-finger rings sip casually on Hennessey while scantily clad women “shake what they got” in the background. This is particularly evident in shows like “Pimp My Ride” and “MTV Cribs” where hip hop artists proudly show off their extravagant possessions.

So it is easy to understand where perceptions of hip hop as a misogynistic and materialistic genre come from. Some however, have not buckled under commercial pressure and continue to do justice to the music’s original form, even if this means being pushed underground in favour of the newer, more easily-consumable kind of hip hop. Emcees began distancing themselves from the industry around the late 80s. In 1988 KRS One released his album By All Means Necessary featuring a track called “Illegal Business” where he voiced a refusal to change his style:

KRS, I speak when I must
This that official underground rap, this you can trust
I stand outside the industry and there’s many of us
Talkin mad shit but for those who not bilingual, plenty of stuff
My whole crew is why you can’t get with any of us
Reason I’m not on TV cause I’m not sellin you nothin
I’m not rhymin for a Bentley or a house this plush
I spit for the conscious, what about us?

Like-minded hip hop heads, both international and local, have stayed true to the real hip hop, continuing to make politically and socially significant contributions. South African artists have stepped up in light of recent the xenophobic violence. Today, Sunday June 1st, the cream of the SA hip hop crop (think Jozi, Slikour, Tuks, Jub Jub, Koldproduk, Tumi, Zubz, Nthabi, DJ Kenzhero and others) came together at Baseline line in Johannesburg to perform at the Headz Against Violence concert to raise funds for affected areas.

Hip hop IS still doing good work, even in our own backyard. Just last month a group of Grahamstown hip hop activists, the Fingo Revolutionary Movement, in collaboration with the Gender Action Project, hosted a break-dancing competition where all funds went towards the building of a safehouse for victims of domestic abuse. Check out the full story on our news page…then go listen to some real hip hop!

I was recently stunned by a letter which I read on Die Burger and Grocotts newspapers about Afrikaners being discriminated against by their fellow counterpart English first language speakers. The letter claimed that Afrikaans speaking people are being labelled as dumb and racist (dom en rassisties). This article was written by a third year Rhodes University student and it claimed that Afrikaans is a dead language used by a group of racist and stupid Dutchman. The report quoted Afrikaans students who said they have been ill-treated by English students.

Similarly, a Freedom Front Plus leader Pieter Mulder presented and submitted the party’s application at the ninth general meeting of (Unrepresented Nations and Peoples Organisation) UNPO at the European Parliament in Brussels a couple of weeks ago. To me this type of people is just concerned audience that they are not free, hence the name of their party and the title of the article printed in die burger.

The Afrikaners must just get used to the system and move on with the travelling train; otherwise they will be left behind. I think there are more issues that we can worry about than Afrikaners feeling excluded and unfree, and not enjoying the democracy enjoyed by everyone in S.A. Firstly, SABC 2 has more news, drama and content in Afrikaans that the Shangaan, Venda, Pedi etc so what is this cultural or language marginalisation are this people talking about. We have Afrikaans as a language at Rhodes and this means that this same people can still pursue their mother tongue in higher education. In addition, this same group of people are still taught in Afrikaans in high schools and other than English first-language speakers, no one else in this country enjoys this privilege. Visits Grahamstown townships people will admire you as an Afrikaans speaker unlike speaking Venda or Shangaan where they will simply say you are a foreigner , so what more do Afrikaners want?

I think these people just need to move on and deal with other democratic issues, because they are really free people. I hope they consume media and they will agree with me if I say that people that should be complaining are Tsonga, Swati, Venda and Pedi people, because they are the minority and they are not represented in every sphere of the country.

South African youth, as well as youth all over the world, are facing a number of challenges, particularly when they live in conditions of poverty and disadvantage. Considering the very high levels of violence in our country, the effective treatment of violent youths is imperative. Crime statistics in South Africa say that most of ‘youth violence’ is a result of either alcohol and drug abuse…or being bored. I was thinking the same thing…crime is officially attributed to being “bored”!?! I can understand that alcohol and drug abuse impairs one’s judgement and for some, it means committing a criminal offence. I however, cannot understand the latter. (I’m bored now…but I know what I can do to not be)

Ok so I’m back and not bored anymore. Don’t worry I didn’t do anything that would classify me as a first offender J I’ve had time to think about that ‘bored part’ and voila…it makes sense. You see all too often the available official crime statistics are incomplete; what the statistics can tell however, is that something urgently needs to be done with the youth ’at risk’ and on the streets in South Africa. Youth is regarded as a developmental phase in its own right with a unique contribution to make to the individual’s present and future. (Let’s not forget the contribution the individual has to make to society too)

Crimes these children are facing include; their demographic presence, their ability to cope with rapid change, their openness to the future, as well as the challenges facing them – peer pressure and identity formation. Growing up, we learn how to interact and develop within families, social and cultural groups, schools, workplaces, communities, and the economic, political and social orders. Families are the fundamental building blocks for positive human development as well as being a ‘safety net’ for people facing challenges. Families are also a ‘storehouse’ of social values and all too often, somewhere in this hybridity, social values and norms are forgotten. Children become lost, vulnerable and ‘at risk’. I guess the important question to ask now is what can be done to rehabilitate previous offenders back into society and entrusting them to never follow the same route again. More importantly, what can be done to prevent children turning to crime as a solution? I found a poll on the South African Human Resource Science Management website which reads as follows; “What would be the most effective way to rehabilitate young violent offenders?” Perfect! This is exactly the answer I’ve been looking for. Various options were given and the follow was derived;

* 16 of 47 people say ‘Life skills education to resist factors such as peer pressure’

* 10 of 47 say ‘Skills development to help them find a job’

* 15 of 47 say ‘Mentors and positive role models to provide ongoing support’

* 2 of 47 say ‘Community service to make up for their crime’

* 4 of 47 say ‘Offenders should be kept in prison to take responsibility for their actions’

So the majority vote involves teaching children ‘at risk’ the skills they need to resist peer pressure, which in my opinion is a big influence on criminals, as well as teaching them the skills that are educational and provide them with something to dedicate their time too. (This is said in response to the crime statistics…you remember the part where it reads that crime can be attributed to being bored)

I went to visit the Egazini Centre in Joza, Grahamstown. Here I met a group of young men and women who were previously ‘at risk’ and some even first offenders that have spent time in prison. The Egazini Centre in collaboration with Grahamstown Social Development has been facilitating a program aimed at keeping Joza youth off the streets and out of prison. 30 children, ranging from between 9 and 16 years old are fetched from school everyday and brought to this centre. Since October last year, these children have been provided with a place of refuge, to learn assertiveness and confidence boosting as well as drama skills and management. They are also currently putting on a production for the Grahamstown National Arts Festival called ‘My Life on the Streets of Grahamstown’. Through this program, the children have built skills and competencies that allow them to function and contribute in their daily lives and that could potentially help in their future dreams. Youth development is an integrated and positive approach that recognises the assets and strengths of young people rather than focusing only on their problems and limitations. This youth development project aims at doing exactly this; societal norms remain valid, the children feel cared for, valued and useful. This program serves a successful example to keep children off the streets and provide them with a sense of direction, and hopefully more like this will be implemented. If our crime statistics aren’t good enough at addressing the urgency for such initiatives to take place, then the inconsistency that exists around them should say something more.

I find it amazing that if you search for South African crime statistics on the internet, all the information is out of date (http://www.saps.gov.za/statistics/reports/crimestats/2006/_pdf/provinces/rsa_total.pdf). The most recent report I could find was one released by the SAPS in early 2007 (http://www.info.gov.za/issues/crime/crime_aprsept_ppt.pdf). What baffles me even more is that all the police reports I could find stated point blank that the crime rate in South Africa is decreasing, but all external sources seem to disagree (http://www.iss.co.za/CrimeIndex/01Vol5No1/World.html).

Personally, I know of three people who experienced house breaking this very week. And if you look around Grahamstown, the rate doesn’t seem to be decreasing. South Africa has a crime problem and we know it.

This is why I find the story of drama program being run at the Egazini centre (http://www.grahamstown.co.za/egazini.htm) so important. The endeavour that has been undertaken by the department of social development and this arts and crafts centre clearly shows that there are at least some people making an effort to stop crime.

Not only is crime being actively prevented, but children are also being provided with opportunities that they would previously never have dreamed of. They now are being provided with an alternative to life on the streets.

In addition to this even, the children are also showcasing their own work, through a play entitled “My life on the streets of Grahamstown”, which they have directed, written and choreographed themselves. They will be delivering a professional performance at the 2008 National Arts Festival.

I don’t really know what there is to say about Rape that isn’t blatantly obvious or hasn’t been said before. When researching the subject for our recent Television News project, there were a lot of statistics flying around at Rhodes as well as on the internet. It’s often the starting place for many activists to rally people to their cause, by quoting a statistic like ‘A woman is raped every 26 seconds in South Africa’. Not only is it shocking and disgusting, but it often has the effect of getting people to speak out, or show their support in some way.

At Rhodes University, a different statistic was used. Less than one in nine cases of rape are reported, and of those an even smaller percentage are successfully prosecuted. With this, volunteers gagged themselves for a day to represent this silence, while a few remained ungagged to explain the protest and represent the few voices that do speak out.

The volunteers were wearing T-shirts which further explained the protest, and also quoted a number of other statistics. While the protest was successful overall, in the days that followed I found some interesting discussions going on about the incorrect use of statistics. The figures seem to change with every website you visit – POWA quote stats without revealing their source, the SAPS figures show a different total to what the Rhodes volunteers quoted, and the One in Nine Campaign haven’t even updated their website since 2006. With all these different figures flying around, it is understandable to see how some people can criticise these activists for phoney stats that detract from their cause, and make it seem as if they are exaggerating the facts to enlist members.

Personally, I don’t take that view. What’s the point? Why criticise a good cause? Stats are important to legitimise a cause, but the fact is we all know that rape is a problem in South Africa. A huge problem. Can we not move away from getting the facts straight and understand that something needs to be done anyway? Just because the figures are fuzzy, it doesn’t mean these activists are exaggerating things. Why would they need to – the real situation is bad enough. And furthermore, each case of rape is a traumatic experience for every survivor. The fact that rape happens at all is disturbing enough. When are these stats-obsessed people going to be happy? When the figure is 5 in 9 or 7 in 9 instead of 1 in 9? Why don’t we just focus on the cause and less on the figures? Well done to the volunteers at Rhodes for doing just that.

In school, the first definition of democracy we learn is “a system of government for the people, by the people”. Even your average 13 year old could argue that ‘the people’ should be a part of their own democracy. I argue that the actions of the Makana Municipality in one specific issue, what I like to refer to as “the car wash controversy”, has not only excluded ‘the people’, but also blatantly disregards the needs of these people and the municipalities responsibilities towards them.

Grahamstown is not the city of gold. Hell, it’s not even the city of tin. If you’re looking for job opportunities, this is certainly not the town to venture into. There are no major industries, no big businesses or factories (that I know of at least) and as an unskilled worker your best hopes are Pick and Pay or a petrol station.

You would imagine that in a town where unemployment is rife and many people have to look for jobs in neighboring towns and cities (public transport costs are not as friendly as they used to be), the local municipality would establish job creation initiatives and skills development programes?

And so they did. In the form of the municipality car wash on Beaufort street. Costing more than R1million, this ‘majestic’ car washing facility stands tall and proud- right next to an informal business, Liyakhanya Car Wash, which has been operating in the neighboring taxi rank for 4 years.

A summary of the situation: The municipality made an agreement with the workers at Liyakhanya that on completion of the new car wash premises they would be moved in and taught the necessary business skills to operate and maintain a successful operation. All was good, and everyone was happy. Until the building was completed and other individuals were named beneficiaries instead. It is at this point that the story becomes a bit hazy. No one has really identified a solid reason for the change of heart, but this hasn’t stopped people from speculating. Corruption. The first thought on everyone’s mind.

But wait folks, the plot thickens. Now Liyakhanya has been served with an eviction notice for not having a lease agreement with the municipality (the taxi rank it operates from is municipal land). But for 4 year no one has raised an eyebrow over their lack of a lease. Afraid of a little friendly competition perhaps?

For many of the workers at Liyakhanya, it is their only source of income. They now face unemployment. A real tragedy, considering they are the lucky ones in a town where more than half of the population is unemployed, who have actually managed to secure a job.

Entrepreneurs choked by the hands of bureaucracy? The very hand that (in theory) feeds them? Lets admit, there is nothing sinister about the new municipality premises. A wonderful job creation initiative with the aim of benefiting those in the Grahamstown community who need it the most. Fine, so they’ve moved other people in for whatever reason, then why add insult to injury to those who were promised the new premises, and now evict them from theirs? The municipality argues it has great plans for the land which is now a taxi rank. The long term goal is to develop a small business hub, where individuals can set up stalls and shops, and pay only a small fee for rental. Again, a wonderful idea- which will not materialize for a good couple of years. So why the immediate eviction? I’ve stewed over this for long enough, and yet still, a simple justified answer alludes me.

In an interview with a municipal official who works closely with the car wash project, an open minded, diplomatic and reasonable man, he expressed his personal feelings that all hope is not lost for the workers of Liyakhanya. He believed that through negotiations an amicable solution could be found. Finally! Some sense amongst all the insanity of the situation. If only the parties were sitting at a negotiating table instead of meeting before a judge in court (the eviction notice is currently being challenged by Liyakhanya).

Dear Makana Municipality

As a local municipality, an arm of the South African government, your every action should serve the interests of your constituents. Suffocating those who attempt to create employment for themselves when you cannot provide it, is not an action for the good of the local community. To suffer at the hands of bureaucratic bull***t, political agendas and downright selfish aims of making a little cash on the side, is not what the citizens of a democracy should face. Why not sit down at the proverbial round table (hell, a couple of empty beer crates would suffice) and engage in dialogue. Discuss the future of the premises, allow the people to air their fears and grievances, see how they can fit in to your plans and make them a part of seeing them through to fruition. Making plans for the people and then excluding those very people from your decision making not only casts a shadow over your good intentions, but defeats the purpose of a democracy in which an electorate is engaged and actively apart of.

I got into hip hop when I was about 12. There was something cool and relatable to its sound. The first album with hip hop that I bought was the soundtrack to Blade 1. Although hip hop is in no sense monolithic, there is in almost all its music an underlying dissident voice, a voice that is angry, or at the very least, displeased. This is, of course, excepting the new dirty South crunk that has swept through much of American hip hop culture – the ‘made-it’ black voice that celebrates materialism and misogyny. My interest in hip hop, like the interest of those artists I admire, has been forced into the underground, that which has been labelled ‘conscious’ hip hop.

Much of their subject matter regards ‘the street’ and street values. It’s the cry of the once, and in most ways still, marginalized, and it’s filled with the harshness of this reality. Its not too difficulty to work out how this sound can appeal to people from various walks of life. Although the lyrics might not directly reflect your story, it’s the underlying dissonance which is relatable. As I’ve said once before, rap artists criticized the socio-political system. Kids transpose the artist’s derision onto any other permutation of that ‘machine’- school, domestic relationships, money, or all of it. This is not to describe hip hop as being in some way morbid. It harnesses its power in an expression that is vibrant and colourful. I can’t deny the side of me that connects simply with its cool sound. Whatever the reasons for its widespread appeal, much of it seems to be relatable to youth with even the slightest instinct for rebelliousness (and this, once again, I do not take to be something negative).

In South Africa, like much of the rest of the world, rap and hip hop culture has staked its place in the milieu of our cultural environment. There is also a sense in our local artists, like many in the US, to remain authentic to their roots. This means engaging with the community from which they come. This makes hip hop an ideal vehicle for community engagement. Since 1990 Cape Town artists such as Brasse Vannie Kaap and POC have engaged critically with South Africa’s political landscape. Black Noise also started Heal The Hood (www.healthehood.org), an anti-racism and anti-crime campaign.

In the small town of Grahamstown too, hip hop artists are engaging with their community. Fingo Revolutionary Movement, headed by Xolile Madinda, or ‘X’, arranges events that uses hip hop to empower local Grahamstown youth. This can be through rapping, breakdance or poetry. The latest event was a collaboration with the Gender Action Project, a breakdance competition that was used to raise funds for the establishment of a safe-house for victims of sexual violence. Although hip hop often contains violent content, sometimes even regarding sexual violence, people like X would agree that hip hop is not about that, and that it can be used to create awareness about social issues of this type.

If it really has better plans why it doesn’t find another place where it can start from scratch and give even more people jobs. As far as I understand the situation the municipality claims that it

Instead of using the resources to help Mbulelo Kitsili, the manager of Liyakhanya, to develop his business, the Municipality opted to use taxpayers’ money on expensive legal action against him. This is not only a clear sign of disrespect for the Makana community but also an abuse of taxpayers’ money.

However, these developments are not surprising at all; countrywide greedy civil servants are willing to go an extra mile to ensure that they get what they want even if that means some people have to lose their only source of income. It’s embarrassing how the very same municipality that claims to be fighting unemployment contribute towards it.

Why then do the workers have to suffer? Most of the workers at Liyakhanya Car Wash receive their only income from this car wash. If the car wash is closed down these people will not only lose their salaries but they will also be left with nothing to do. Let’s face it people, in a town like Grahamstown where unemployment is rampant.
